The SHR EIR is now expected in February/March 2017. The most recent revisions to the proposal included the removal of the on-site waste water treatment facility and the five-acre public park. The City of Escondido determined there was no money in the City budget to staff and maintain such a park. The developer will be allowed to pay an unknown amount in park impact fees and developer fees to the City in order to satisfy the ‘community benefit’ requirement to achieve the 550 dwelling maximum they seek. There are several other issues that remain unresolved that continue to add to this EIR delay. 2017 will undoubtedly be a busy year for all parties, so stay tuned…
